Chelsea has run budget surpluses throughout his tenure. He has also been a regional leader,.and his strategies have been followed by many cities bationwide. But whats most impressive is that Governor Bakers first administrative pick was based on merit-- not party, not from the existing fish tank on Beacon Hill,.not because Jay matched some racial,.gender,.or gender profile. A whiff of fresh air. Congratulations Jay.
