A Victoria police officer whose use of force against a 76-year-old man gained national attention was fired Monday. Nathanial Robinson was investigated after dash-camera video footage showed the 23-year-old officer knock Pete Vasquez to the ground and tase him twice after pulling him over Dec. 11. After almost a month-long internal investigation by the Victoria Police Department, Chief J.J. Craig announced in a news release that Robinson violated three department policies: conduct and performance, use of force and arrest without a warrant. Police policies VPD/GO 0.216 Conduct and Performance, Section 2.15 Unsatisfactory Performance - Officers/employees shall maintain sufficient competency to properly perform their duties in a manner which will maintain the highest standards of efficiency in carrying out the functions and objectives of the department. Unsatisfactory performance may be demonstrated by a lack of knowledge of the application of laws required to be enforced. VPD/GO 3.03 Use of Force, Section I. The purpose of this General Order is to establish procedures whereby Victoria Police Department personnel will use only the force necessary to accomplish lawful objectives and 1.03 In general, an officer must strive to achieve the following lawful objectives Section C: To make lawful arrests and searches, to overcome resistance to such arrests or searches, and to prevent escapes from custody.
