A funny, yet meaningful article wrote in 2011 to be read carefully __by a crazy author If, I were the Prime Minister, I would ensure that all Ministers and the Ministries function well and fulfill their mandated Visions and missions. I would ensure that the Constitutional Bodies function smoothly and that corruption is rooted out once and for all by encouraging the ACC to fish in deep waters for bigger sharks and killer whales rather than fishing in shallow streams and catching cat fish and trout’s. I would not interpret the Constitution wrongly and let it work for the benefit of my political party. I will also do away with the Constitutional Development Fund and State support to fund the campaigns. I would limit my visits to countries abroad for really important matter by prioritizing the visits. I will not pay visit for every invitation extended by Tom, Dick and Harry and in the bargain use up all foreign aids that we get in the name of sustainability, poverty reduction, women empowerment, child labor, and many more. I will not travel with a team of entourage and a flight of cars using up not just the money but contributing to Global Warming. Certainly, I will not sell GNH by let the concerned commission sell that name. I will not let Ministers and officials attend to my departure and my return at the Paro international airport. If, I were the minister for Home and Cultural Affairs, I would ensure that the Nangtens are well protected from thefts. I would also ensure that Lams do not carry bag loads of Zees and statues and embarrass the whole nation while being caught at the airport in Paro. I would let people practice their own faith in line with the constitution. If, I were the Minister for Foreign Affairs, I would ensure that bright people are absorbed in the Ministry and not people lacking brains as is the case. I would get rid of nepotism. I would hand over the corruption cases to the ACC and let them chant prayers at Chamgang. If, I were the Minister for Health, I would ensure that it is free of corruption and let the Secretary take up some more responsible private tasks than being in the Ministry. I would ensure that everyone has access to treatment both inside and outside the country. I would also see that we do not have two distinct hospitals – one for the elites and the other for the low class people especially while being sent for treatment outside the country. People with corruption charges will be dismissed and handed over to the relevant organization for prosecution. The buildings and other property will be confiscated and handed over to the government. If, I were the Minister for Education, I would ensure that that the teachers get some breathing space in between the classes and get some personal works done such as a visit to the hospital and the banks. Would also connect the schools with internet facilities and ensure that they do not stand by the road sides waving flags in sun and rain and then go home hungry and tired while officials dine at the Taj with imported liquors and shrimps. I would not use flowery words but more action. If, I were the Minister for Labor and Human resources, I would not waste the government of its exchequer by organizing the fruitless Graduate Orientation program but invest the money in a more meaningful way. I would also bring down the unemployment rate in the country and let our graduates earn a decent living. Ensure that the corruption charges are acted upon and courts supported to ensure corrupt people are brought to task. If, I were the Minister for Telecommunications, I would ensure that BBS broadcasts the proceedings of both the houses and inform the people of the important issues raised and deliberated upon. I would also ensure that BBS is on their toes and telecast not just events surrounding the ministers but other equally important events. I would expose all corruption cases and follow them as reported in other media. If, I were the Finance Minister, I would levy progressive taxes and ensure that the business tycoons pay taxes in lieu of their earnings and not burden the poor peasants. I would ensure that we do not have black money in circulation and expose people behind that. I would also ensure that as per the Audit reports, the embezzled funds are being recovered and people taken to task with the assistance of the Anti-corruption Commission. If, I were the Minister for Works and Housing, I would ensure that the government lands are not encroached upon by the powerful and the wealthy. I would ensure smooth rides for all travelers across the national highways by forwarding the contractors who do not conform to the construction rules and regulations. I would ensure that our engineers build roads, bridges, schools and hospitals that bring greater benefit to our society and uplift their image that has been tarnished beyond repair. If, I were the Minister for Economy and Trade, I would boost up the private sector. I would encourage graduates and the unemployed to take up businesses through appropriate financial support. I would ensure that there is equal opportunity of growth in all the Dzongkhags and put an end to the liquor market that is costing the lives of the Bhutanese men and women. I would also put an end to the business tycoons who align with the Indian businesses and those that try and control all business ventures from hotels to mining, to media and even flight businesses. If, I were the Minister for Agriculture and Forests, I would ensure that people have access to the forest resources and that people have enough to eat and are self-reliant. I would also ensure that we bring down the poverty level and that farmers are compensated for destruction of their crops by natural disasters and by the wild animals. I would strive for more equal opportunities rather than just concentrating on one Dzongkhag.
