A hypothetical for your consideration. Tomorrow is the opening day of general bear in many units in AZ and hunters will be taking to the national forests. What would happen if a group of hunters set up camp in a national forest campground? They are freely associating on public land that is open 24/7 without forest personnel normally on hand. I can assure you, Forest Service officers would show up and order the hunters to break camp and leave. If the hunters refuse, would the Forest Service use force to eject them, perhaps deadly force? Federal employees using deadly force against American citizens to enforce orders from the tyrant in the White House. There are many in this land that will be challenging the Forest Service this weekend and not just in AZ.
