Dear All, The global Climate Action Network (CAN International) is looking for the right candidate to help grow and strengthen the regional Pacific Islands Climate Action Network (PICAN). We are looking for a hard-working, committed person who wants to strengthen the Pacific voice in the global fight against climate change. The successful applicant/fellow will receive a monthly allowance. Note that applicants, including those already employed, will be expected to contribute at least 15 hours work per week to the position. This role is ideally suited to a university student (interested in climate change) or someone already working on climate change, with a Pacific civil society organisation, who can make time to help develop the PICAN network. The candidate will work closely with the PICAN convenor and with national Climate Action Networks in Pacific island countries. The successful applicant will receive extensive training and support. This exciting position is likely to involve travel around the region and to global climate negotiations. All applicants will be required to have good and regular access to the internet. PO Box 307, Port Vila Telephone: +678 25786 | Mobile: +678 7755912 | Terms of Reference for Leadership Development Programme Fellows (ForUM Project) Introduction: Climate Action Network – International (CAN-I), in partnership with ForUM, is organizing a programme that aims to build the capacity of young, professional CAN leaders. The individuals, or “Fellows,” selected for the Leadership Development Programme (LDP) will undergo a programme that includes working to support their national/regional CAN node, engaging in the work of the global CAN network, participating in meetings, and undergoing training and capacity-building activities with CAN-I. The programme for the Fellows will extend from September 2014 until December 2015. After completing this programme, Fellows are expected to remain active within their national/regional network and the CAN International Secretariat will continue to provide opportunities for the LDP alumni to engage in the wider work of CAN whenever possible. In the Pacific Islands the overarching aim of this programme is for the Fellow to, through their various activities, strengthen PICAN’s work to make more influential and impactful advocacy demands to governments, leading governments to respond with more powerful and ambitious policies and targets. To achieve this, the programme will seek to strengthen the structures, operational capacity and existing activities of PICAN, whilst promoting outreach to civil society groups in order to build wider coalitions to call for change. It will strengthen coordination, knowledge sharing and strategic engagement in policy debates between these groups and organisations. Specifically this programme will be offering: • Assessment of the Fellow’s needed skills and development of a capacity-building and professional development plan; • Coaching and guidance in using a node organisational assessment and network development plan to help strengthen the PICAN’s existing operations and activities; • Training and activities to build the capacity of the fellows to develop their leadership skills and competencies in policy, advocacy, communications, and project management; • Coaching to develop skills in mapping of relevant civil society actors, coalition and network building and facilitation of knowledge-sharing; • Coaching on developing fundraising proposals and reaching out to possible funders; • Support to expand knowledge on selected policy issues (e.g. guidance on making contributions to CAN position papers and making assessments of key political moments); • Participation (when applicable) in relevant meetings (e.g. UNFCCC sessions) and workshops organised by CAN-I and ForUM; • Coaching and support on how to transfer knowledge and skills learnt through the programme to strengthen PICAN and its members. Selection Criteria Engagement with CAN: • Be a staff/active member of a CAN member organization or an organization in the process of becoming a CAN member, including ideally demonstrating prior interest and enthusiasm for engagement with CAN; • Be able to attend leadership development programme events designed by CAN or ForUM, • Specifically, be available to commit to working a minimum of 15 hours per week between the beginning of September 2014 and the end of December 2015, with the ability to commit more time when travelling for any events. During this time Fellows will be required to have good and regular access to the internet; • Have the support of your organization to participate as a Fellow with CAN and to have an on-going relationship with CAN beyond the programme; • Be involved in or be willing to join one of CAN’s thematic working groups (adaptation, mitigation, finance, etc.); • Demonstrate a commitment to learning and working to strengthen PICAN, its members and national and regional climate change advocacy work, at the national, regional and international levels, including, importantly, through sharing the knowledge and skills acquired through the programme; • Have access to financing to purchase plane tickets and other expenses before meetings (expenses are only reimbursable AFTER the sessions are complete) and commit to working with your organisation and others to seek co-financing or other funds to support your participation in the programme. Skills and experience: • Posses a good understanding of climate change issues and have experience working in this area for at least two years. Understanding of the national / regional processes on developing Intended National Determined Contributions (INDCS) would be an asset; • Have experience working with NGOs and networks and be specifically interested in playing a role within civil society, rather than within a government delegation; • Demonstrate strong coordination and leadership skills; • Possess strong communication skills, including in written and verbal English. A selection panel will then review all the applications to decide on a short list of candidates for interview. These candidates will then be contacted for an interview by phone/Skype before a final decision is made as to the best candidate in terms of skills, experience and being able to fully benefit from, and fulfil, the role of LDP Fellow. The selected Fellow will be required to sign a formal contract with CAN-I and PICAN before starting their fellowship. This contract will outline their role and responsibilities relating to both their work and learning deliverables and subsequent sharing of this learning with PICAN and its members. The Fellow will work directly with CAN-I Secretariat staff, the PICAN Coordinator as well as directly with members and wider civil society.
