A principle of warfare is to do the opposite of what your enemy wants. Terror is a method used by those without the numbers, firepower or force needed to conquer or invade. Since they cannot win a conventional war, take significant territory, blockade ports etc-- the only way they can further their goals is to terrorize or scare the other party into changing. So when terrorists seek to inspire fear....meet them with fearlessness. This means keeping perspective and not overreacting, changing policies or reducing your own freedom.
