A proposal for a new Federal Model in Somalia: To design the new Federal Model, 4 options were considered and a criteria was formed for regions joining together. The criteria of regions joining each other must not be based on tribal/clan grounds but on geographical, historical and resources sharing bases. The minimum number of Federal Member states we have, the easier to fund and cost effective in terms of governance spending. Based on that criteria, 4 potential options were explored to study which option best fits and is suitable to the contemporaneous Somalia at this junction of its history. The four-federal member States option is the best for the following reasons: a. It is made from multi-clans. b. It is highly plural and diverse. c. It is economically and politically viable. d. The administrative cost is the least. e. It lessens the political division of the country and creates more cohesive units. f. The geographical size of the states are nearly equal, though population wise they are different. The 4-federal member Option: a. Somaliland b. Puntland c. Shabelle (Lower Mudug, Galgaduud, Hiiraan, Middle Shabelle and Lower Shabelle.) d. Juba (Gedo, Bakool, Bay, Middle Juba and Lower Juba). The Federal Model contains the following: 1. Federal Republic of Somalia consists of the following Federal Member States: Somaliland, Puntland, Shabelle and Juba and Federal Territories including Banadir Region and the Bajuni Islands. 2. The Federal Government has clear powers defined under its jurisdiction, while the Federal Member States have some defined powers. The various powers should be listed. In addition there are some powers that they can share. 3. Each Federal Member State will have its own legislative, executive and judiciary functions. The head of the State will be called a Governor or a Chief Minister. 4. The Chief Minister is the head of the winning coalition of the consortium parties in the election. 5. Proportional Representation should be the basics of allocating MP s. Each state will get number of MPs compatible to the size of its population. That is a fair way of representation. 6. Minority protection rights should be included into the Federal Constitution. It is very clear that the Federal constitution needs amendments after the government chooses the most suitable model.
