A proposed new law to stiffen penalties for animal abuse in Thailand, which has a bad reputation for animal cruelty, has been criticised by animal activists as too vague. The Bill increases the fine and jail time for those who are cruel to animals, but fails to define what a cruel act is. It also makes exceptions for religious and traditional practices. Welfare groups campaigning against practices like baby elephants being beaten and dogs killed for their meat, say the proposed law does little to educate Thais on treating animals better.
