ACHIEVEMENTS OF NWADIALA EMEKA WOGU: The achievements of the Federal Ministry of Labour and Productivity in driving the Transformation Agenda of President Goodluck Ebele Jonathan’s Administration as at May 2014 are as follows: Approval of National Action Plan on Job Creation (NAPEC); Approval of National Policy on Child Labour and National Action Plan for Elimination of Child Labour; Validation of the Hazardous Child Labour List; Intervention in Youths and Women Empowerment through the Community Services, Women and Youths Employment (CSWYE) Project under the Social Safety Net of the Subsidy Reinvestment and Empowerment Programme (SURE-P); domiciled in the Federal Ministry of Labour and Productivity with the following key achievements recorded so far. 118,984 beneficiaries, comprising 75,018 males, 43,966 females, 5,122 physically challenged persons selected, using predetermined selection criteria and framework are deployed to a total of 8,864 service points in 113,139 communities across the 774 Local Government Areas of the Federation, with stipends paid directly into their individual account by designated project banks; Automated data base server with online data collection and analysis applications tools established for monitoring, evaluation and productivity measurement to check ghost beneficiaries and speed up implementation processes. A robust and sustainable exit strategy package put in place for the teeming beneficiaries using the integrated biometrics and registration process done in partnership with some key Telecom Service Providers Project vehicles approved by the Federal Executive Council (FEC) taken delivery of and drivers for the vehicles trained and deployed to all the states of the federation including the Federal Capital Territory for enhanced project implementation processes at the states level. Automated Productivity Measurement System established and preliminary runs indicate strong improvement in output, efficiency and performance. Meetings of Inter-Ministerial Consultative Committee (IMCC), of thirteen Cabinet Minister met regularly with useful recommendations Induction of 220 unemployed young Mechanical/Electrical Engineers as pioneer beneficiaries of a one-year training and empowerment programme for sustainable manpower development of the Power Sector, as a flag off of the National Power Training Institute of Nigeria (NAPTIN)’s Graduate Skills Development Programme (NGSDP) sponsored by the Technical Vocational Education and Training (TVET) component of SURE-P; Induction of 1000 beneficiaries in Technical Vocational Education and Training (TVET) component of SURE-P; sponsored ICT-Based Enterprises Development and Promotion programme. Ratification of the Maritime Labour Convention; 2006 Enactment of New National Minimum Wage Act; 53.46% Salary Increment for Federal Civil Servants; Signing into Law of the Employees’ Compensation Act; Implementation of Local Employment Content Policy; Approval of the first ever National Productivity Policy; Regulation of the Oil and Gas Sub-Sector in the area of Contract Staffing; Regulation on Installation, Maintenance and Operation of Lifts, Escalators and Conveyors; Establishment of Skills Acquisition Centres nationwide Building of Auditorium at Michael Imoudu National Institute for Labour Studies (MINILS) Accreditation of National Diploma in Industrial and Labour Relations at MINILS Total Number of One Thousand Two Hundred and Six-Five (1,265) Artisans and Craftsmen were Certificated; Establishment of Skills Upgrading Training Centre at Lafia Nasarawa State and to Commence Operations very Soon. Upgrading of National Electronic Labour Exchange (NELEX) an Internet Platform for Jobseekers and Employers to meet online at no cost in order to ease the cost and time for job search. The web portal has been extended to two States of the Federation, Kano and Rivers State; Development of Draft Labour Migration Policy; Regulation of Private Employment Agencies to ensure decent work and check unfair Labour Practices. Maintenance of industrial peace and harmony in all sectors of the economy through Ministerial interventions, mediations and conciliations. Inauguration of the Technical Working Group to develop operational guidelines on Industrial Relations for the Reformed Power Sector.
