ACQUISITION OF FORMER POLICE STATION, TOTON LANE, STAPLEFORD Purpose of Report To seek cabinet approval to acquire the freehold of the former police station at Toton Lane, Stapleford. This is in accordance with the Council’s values around continuous improvement and delivering value for money. Background The former police station occupies a position on the corner of Nottingham Road and Toton Lane in Stapleford, with other council owned land in the immediate vicinity as per the attached plan, namely: A) Police Station B) Nottingham Road Public Toilets C) Cliffe Hill Community Centre D) Garage Site, Cliffe Hill Avenue E) Maycliffe Hall F) Council Properties G) Cliffe Hill Avenue Car Park Most recently the Budget Working Group, on 7 June 2013, considered a number of sites (this being one) for potential new affordable housing or other uses e.g. new Stapleford hub community contact point, cash office, neighbourhood office etc. Nottinghamshire Police’s agent marketed the property for sale in June 2013, inviting offers in excess of £180,000. Interested parties were subsequently invited to make a best and final bid to acquire the property. Following a viewing of the property, and in consultation with the Chief Executive and the Leader of the Council, the Council made a bid of £165,000 to acquire the property on 31 July 2013. Nottinghamshire Police’s agent confirmed acceptance of the Council’s bid on the 19 August 2013. Subject to the recommendation of this cabinet meeting to proceed with the purchase of the former Police Station site it is suggested that a working group be established to consider the full spectrum of options for the redevelopment of the Council’s land holdings in the immediate vicinity. This has been referred to earlier and has been subject to a number of discussions at Budget Working Group and Cabinet whilst contemplating the various new housing developments which are now on site throughout the borough. Not to pre-empt future discussions, but a thorough examination of the local public assets needs to be assimilated to consider the prospect of partnership working and the needs of the community. This prominent site in the single ownership of the Council could be a significant opportunity to stimulate the town centre regeneration of Stapleford and be the ‘gateway to Stapleford’. In view of the fact that the impetus of the Council’s new housing building programme is proving to be successful in attracting resources and partnership working, it is highly likely that the Cliffe Hill location, including the Police Station site, will produce additional new affordable housing. A Working Group will need to examine the prospects of this new housing in association with other compatible and sustainable uses. It is on this basis that Cabinet is asked to resolve to purchase the former Police Station utilising revenue resources available from within the Housing Revenue Account working balance until such time as the working party has concluded its work and made its own recommendations to a future meeting of the cabinet.
