Not only it is a bad publicity for the prefecture, it negatively affects the worlds view about Japan in general. Tourism plays an important role in Japans economy, especially in face of 2020 Summer Olympics. There are many solutions where the prefecture, Taiji and Japan could honourably showcase these beautiful creatures for all to enjoy. There are many world-wide resorts that focus on free-swimming whale and dolphin watching. These resort villages are making fortunes while protecting the environment, creating a huge tourism industry that spends billions of dollars. Many true scientific organizations would be attracted to the area for further animal behaviour research, social structures, and yes, even language translation...these beings have so much more than just their meat to offer man-kind...and Taiji could be a leader rather than an embarrassment to your nation.
