ACTING GOVERNOR HOFSCHNEIDER SIGNS SENATE BILL 18-24 INTO LAW Saipan, MP (May 29, 2013)—Acting Governor Jude U. Hofschneider signed into law Senate Bill 18-24, “To repeal Section V, Requirement of Attendance at NMC, in its entirety; and for other purposes. The public law removes a section in the Commonwealth of the Northern Mariana Islands (CNMI) Scholarship Board’s Rules and Regulations Governing the Educational Assistance Program (EAP), which required attendance at the Northern Marianas College (NMC) in order for new applicants to avail of EAP funding. The Senate Bill is now Public Law 18-06. “This Administration believes it must do all it can to expand – not restrict – all opportunities for our recent high school graduates and new college students to pursue a postsecondary education,” said the Acting Governor. “Furthermore, this legislation will allow qualified students to take advantage of the CNMI’s Western Interstate Commission for Higher Education (WICHE) Membership, which provides the opportunity to attend a number of colleges across 15 Western States at greatly reduced tuition rates.” However, Acting Governor Hofschneider described the passing of the public law as just a small first step in improving the CNMI’s Scholarship Programs. “With the passing of this Senate Bill and the recent end of CNMI’s Honors Scholarships, now is in fact the perfect time to revisit our government’s postsecondary education assistance, address the issues plaguing the current system and create an improved program to better assist our citizens pursuing a post-secondary education. This Administration is prepared to work with the Legislature on additional legislation to further clarify and ensure a fair policy governing the scholarship program.” The CNMI Scholarship NMC Requirement took effect in the beginning of School Year 2012. Senate Bill 18-24 was introduced by Senator Pete P. Reyes on March 19, 2013.
