AFSCME Faces Defeat on Position to include FY09 Hires into Back Pay Plan: While union employees who were off probation by June 30th 2009 are due to receive hourly pay adjustments on June 27th paycheck, and back pay lump sum checks soon after, we were unable to include those hired in fiscal year 2009 . While initially we felt strongly, and had an understanding that the state was on board, that contract language allowed probationary employees hired in FY09 to receive the raise upon reaching career status, that is no longer the case. Critical interpretation of contract language, and state budget law, agreed to by the state and the union, dictates that an employee must be within the bargaining unit and off probation,by the fiscal close of June 30th 2009. Over the past two months thereve been multiple complicated issues to iron out with the state to ensure an accurate implementation of the back pay. On the issue of fiscal year 2009 probation, your communications team apologizes for raising the hopes of many only to disappoint you now.
