ANC CONSTITUTION UNDER THREATS IN LIMPOPO Both the Sub-Regional leaderships and branches expressed their shock and disappointment views after a decision made by the PEC of Limpopo on the expelled 22 councillors in mogalakwena municipality. However we are not surprised precisely because we saw it coming. These unconstitutional and embarrassing actions started last year December, when few individuals led by the former regional Chairperson convened the regional congress without the decision of the REC and following other process of the organisation. What is even worse is that some of these people continued and attended the provincial congress at the University of Limpopo earlier this year. The Regional Congress took place without the knowledge of the Regional Secretary, REC members and other branches. Instead people were just chosen based on their friendship with this group. The Regional Congress was surrounded by a highly armed police, security including the security personnel from Mogalakwena Municipality instructed by the former Mayor Tlhalefi Mashamaite. We have tried to raise this matter with the provincial leadership and disputes were forwarded to the PEC without any success or responses. This Regional Congress continued despite the then Provincial Task Team’s (PTT) decision to disband the Region Our position is that we understand and accept the fact that people have different views in the ANC but you don’t use your position or office to sideline those who have different views with you and continue to label them as ill-disciplined forces in the movement. We are adamant that branches in Mogalakwena are united, disciplined and will continue to defend democracy and the constitution of the ANC. There are no holy cows here and the ANC constitution must remain a supreme law to all of us. The then PTT denied Waterberg a chance to take part in the provincial list conference because the Region was too divided. The sub-regional leadership strongly believes it is time that the National leadership intervenes particularly in light of the long standing disputes. ie branch disputes and the one of regional congress. We will make everything in our power to prove our point to the national leaderships. The National Task Team (NTT) ruled that certain branches had to rerun the process of launching and nominate as they were said to be parallel. To date, that has not been done by either the province or region. Instead the same disputed branches participated at both the provincial and regional conferences. We are making a very clear statement that. The issue of expelled 22 councillors be relooked and treated fairly by the NEC as they have already filed the notice for appeal as per rule 25.36 of our constitution. We require a political solution to this, all sides must be heard as only one story was told. The NEC should also look in to the matter and satisfy itself whether justice is being done on both the issue of KPMG audit report and AG report of the municipality. All branches with verdicts on their status as issued by the NEC Sub-Committee be given a space to return as directed and supervised by both the Region, Province and Sub-Regional leaders openly. The South African Police Services to expedite their investigation into the brutal killing of the former Sub Regional Committee member and the branch secretary of Rufus Seakamela, Cde Madimatja Piet Pale. And lastly that there should be a task team to deal with all appeals from branches and the regional congress which we believe was not properly convened. It is our view that the situation in Mogalakwena municipality is all about looting of resources by certain group in the leadership both in the region and the province and nothing about maladministration and the contract of municipal manager and should the PEC continue with their reckless attempts and unjust actions in Mogalakwena, we might be faced with serious problems in the coming local government elections not only in the sub-region but the entire Waterberg, mainly because we are seen as the ANC that protects corruption. The leadership of the sub-region further welcomes the appointments of Mogalakwena municipal manager and other managers in the institution by council, we congratulate all the appointed personnel and we hope they will bring stability and restore the confidence of the people of Mogalakwena by providing good services to the entire society. We are prepared to offer them an unqualified support as long as they are vigilant against all corrupt activities in municipality.
