ANNUAL DELEGATES CONGRESS 2013 The Annual Delegates Congress serves as the highest decision – making organ of the Union and is convened once every year to transact the following business: (a) Review an annual report from the National Secretariat. (b) Elect by popular ballot, officers of the National Secretariat; (c) Approve the annual financial statement of the Union; (d) Amend any part of the Constitution and / or Policy Directives when the need arises; (e) Formulate policies to strengthen the Union.
