ANSWERS TO THE POSITION LETTER OF THE SO CALLED IBMA BOARD MEMBERS March 20, 2013 To all IBMA missionaries, We as board members receive any issue that involves the operations of our mission or the actions of its leaders and members very seriously. But please note that we are not interested nor do we regularly intend to address issues that comes from anonymous sources. If you have an issue that is important enough to be addressed then you are welcome to contact any board member to discuss the issue. This would certainly include anything that has to do with policy, operations, or the actions or in-actions of any member, whether they are a leader or not. We want you to feel free to contact us without fear of some retaliation. But do not expect us to act on some complaint that comes to us anonymously. ANSWER:How can they come out if are afraid? How many times we witnessed those missionaries that came out to speak, complain and questioning Mr. Manny Quizon and family? But what happened to them; they been kicked out and maligned them in their supporting churches, leaving a bad image that cost them to lose their support. Like Ruben Cabasan, Arnold Tangub, Edwin Tan, Marasigan Brothers, and Ernie Arellano that lose everything and ending up in and out in jail. Who do you expect to come out “us”?American Board Members, Dr. Green, Dr. Siler, Dr. Guiler and Dr. Fair have you read ISSUE NO. 8? You better read it 10 times, so that you may understand why no one will claim the 10 ISSUES of Quizon family!!! But all the missionaries who received the e-mail about the 10 ISSUES are shaking their heads and smiling, knowing that there were truths in the 10 ISSUES. Dr. Roger Green, what IBMA need today is a STRONG LEADERSHIP WITH BACKBONE!!! You have a great ministry in America and no one can deny that many missionaries admiring you and being inspired in your life. But what is going on with your leadership in IBMA? Is the rumour true? That you are afraid to Manny Quizon like us? It doesn’t matter if it is a legal process or not! The matter NOW is not the sender of the 10 ISSUES but the truth behind the said ISSUES. I think there is a valid reason to INVESTIGATE the 10 ISSUES and you need to deal with it. If not, you better resign being the president of IBMA! Because you don’t have any idea how Manny Quizon telling the missionaries during meetings that he is the one who put you in your position. Maybe it is true that’s why you are doing nothing!In the past we have had some who complained about policy changes and due to the uniqueness of their situation, they were exempted from the change. We have had others who have contacted us who did not understand a certain change and once it was thoroughly explained, they said that they agreed and would be glad to participate. But, do not expect to be treated in a friendly way if you disagree with something and all you can do is to just constantly keep trying to find someone to whom to complain just so you can get them to agree with you against someone else. God’s Word call this backbiting and it is wrong. ANSWER:Really? It seems that you did not really answer the issues. You had Board meeting in America and this is the only answer YOU MADE as a cover up the 10 ISSUES? What did you do? You had a cup of coffee traveled three to six hours to meet and this is the only answer you got? How come Mr. Quizon called just those only chosen Directors from different places? Those who are just afraid to him, and they made some decision, DECEIVING those directors who have no choice but to signed to a paper even it is against in their own conscience. Why they did not included all directors even those who are always questioning about support, project money, property of isle of patmos, and even the corrupt project Nehemiah? Why they did not call for a general meeting and discuss this or even you personally call your trusted missionaries who will tell you the truth? Who will testify if the issues are true or not? We are going to make a brief statement of fact concerning most of them just to declare a record. Most of these are nothing new and have been on-going attacks against IBMA and our operations and leaders for some time. We as board members have addressed these issues and certainly are interested in being honest and above board on all issues.ANSWER:Your explanation doesn’t satisfy us. It create more questions, “what are you hiding?” Is this explanation come from legal matter or Quizon’s lawyer? ARE WE BORN FROM YESTERDAY? BALONEY!!!Concerning Issue #1: “Late Distribution of Support.” As you know the missionaries met and discussed this at length. They had a choice between leaving it as it was or spreading it out. If left as it was, the BIR (Bureau of Internal Revenue) was going to start taxing the support because of the size of the amounts of money that was being distributed. The missionaries chose to have it spread out so that it would not be taxed. However there are extra bank fees (not being taken by the Quizons) taken by the banks for transfers of funds. Tax burdens would be much greater. So Issue one immediately begins as a false accusation. If you have proof to the contrary, contact us. ANSWER:First of all, we have proof to the contrary, but we will not contact you, you did a good job Milo!!!! Did you read issue #1 carefully? One time during meeting, everybody was asked if the missionaries would like to receive their support through check or just continue to the same process as through the office in Tarlac. Sally Balcon and Lina Quizon realized that they were losing some of their money making that’s why they had gestures looks that those missionaries asking for checks as support were ungrateful. There were only five missionaries that requested their support through check from IBMA USA and the rest of the missionaries through the same process. Most of the missionaries feared that if they will receive their support in one check that they will be branded as rebel. The check was received by 5 missionaries but in few months Manny Quizon complained that he has a hard time signing those 5 checks; making it the reason that the 5 missionaries checks return to the same process through IBMA Tarlac. They decided to stop it and did what they used to do. The IBMA America will send the whole support to IBMA account in the Philippines, and the office will make a list of the names of missionaries and put the amount they will receive. The office is the one who makes the list and when they take the list to PNB (Philippine National Bank), the bank will transfer it to every single account of missionaries, IBMA Philippines account to the account of every single missionary, but you know what? When the office makes this list, theyalready deduct a 150 pesos per transaction from each name as we know Quizon family is perfectly expert in making money and just try to imagine they use to do it once a month. Butnow they are doing it three to four times a month, if its basketball tournament the only thing we can say is “NICE PLAY!” We want to challenge all of you, let the IBMA America send the check directly to the missionaries and the missionaries go to the money changer or even deposit the check to their own dollar account, If the Quizon is not really making money out of this let all missionaries choose their own option, we hope they will do it and don’t let the Quizon’s steal their money secretly little by little. I think many of your missionaries will be happy if you will do this. Let Tess Domingo or Philip Fair who is just sitting the whole day in his office looking for sale item in Tiger Direct to just sign all the check and send it directly to every individual missionary. Let IBMA America send the check with the statement of support every month, so that when the missionaries receive the statement in the mail they will smile a holy smile to see the whole amount of their support without corruptions. Concerning Issue #2: “Holding project Money by Mrs. Lina Quizon.” All project funds are held not by Lina Quizon, but are held in escrow in the bank account in Marietta, Ohio. No one has access to those accounts until a request is made to release them and then they are released to the account of the missionary making the request. That money is not and cannot be used for any other reason. It cannot be borrowed against and cannot be legally tapped into for any other use or need. Issue two is another false accusation. If you have proof to the contrary, contact us. Answer:What? Are you blind and deaf? Do you have idea how missionaries waiting for so long to Lina Quizon to release their project money? They even beg for their own money to be released! Missionaries feel that they are like Lazarus in Luke 16 “A BEGGAR” to Lina Quizon! We have proof to the contrary, but again we will not contact you! THIS IS OUR CAMPAIGNED, LET IBMA AMERICA SEND THE DOLLAR CHECK DIRECTLY TO MISSIONARIES AND LET THE MISSONARIES RECEIVED THE WHOLE AMOUNT OF THEIR PROJECT MONEY BY MAILING THE CHECK! If Quizon family will not do this they are corrupt and issue #2 is true! And the contrary is proven!They know that the only answer for this project money is that they will furnish us a copy of BANK STATEMENT/HISTORY of the account of IBMA MARIETTA in Chase Bank at Marietta, OH. Is it hard to give a copy of “bank statement” or this answer is just a cover up because they hiding something in irregularity? The more you cover up the more the damages it will bring!Concerning Issue #3: “Exchange rate of support.” The support is sent to the Philippine National Bank minus the seven per cent (this was agreed to by all missionaries in earlier years), minus the Project Nehemiah, and minus any other item that is the individual missionary’s responsibility (like life insurance, postage, etc.).( LOAN FROM MRS. LINA QUIZON WITH 5% INTEREST EVERY MONTH) tsk tsk tsk) the transferred money sits in a U.S. Dollar account until it is ready to be distributed. Then the amount of exchange to Pesos is calculated based on the current rate at the Bank at that time. (As you know the world currency markets vary not only per day but many times per day). The exchanged dollars now become Pesos and sit in a Peso account in the same bank. From there it is then transferred to the various missionaries. This is all done internally in the bank at the direction of the IBMA Philippine office. Another false accusation. This started as money collected to pay off the office building in Marietta, Ohio. Then went into investment in Isle of Patmos and is now used to build church buildings through out the Philippines. This money sits in Marietta, Ohio until there is a request for it to go to a specific church building. It cannot be used in any other way or by any other person. Another false accusation. We all know that one time during meeting Many Quizon opened this opportunity to all missionaries that all of them will have the privilege to get one building if they will have property and complete documents, so many of them raised their hands and Tess Salvador wrote their names and they are all excited. Many missionaries completed the documents that the Quizons demanded and required them like, needs to have titled property, blue print etc. But after all they were denied and disqualified by Mr Quizon saying that they will not receive project Nehemiah because they already have money and they can go to America etc. and even have big support coming from America and even Canada! WAKE UP!, the truth is, the project Nehemiah became Project Subdivision, we ASK THE BOARD TO MAKE AN INVESTIGATION, CHECK THE BANK ACCOUNT IN AMERICA WHERE THIS MONEY SITS AND GET A BANK STATEMENT WITHOUT ANY WIDRAWAL TRANSACTION NO MORE NO LESS! One time during meeting of Directors of IBMA in Angeles, Pampanga Milo Tomas was questioned by a certain Director about this issue but Milo point Pastor Jojo Salvador , who cannot even make a clear answer and that he said just ask Manny Quizon. And how this missionaries will ask him if they are afraid to be embarrassed!, PLEASE, MAKE AN INVESTIGATION AS SOON AS POSSIBLE, Dr Green, Dr Siler, call Dr Fair and let him check it, where is the money of Project Nehemiah? Please send us a copy of bank statement!There were supposed to be 54 church buildings since January 2011 up to March 2013 and they said there’s already 19 building they built (please get the list of name of those missionaries who receive this 19 buildings). But we are still thinking, where is the money that belong to 35 church building costing $7,000 each, the big question is, WHERE IS THAT $245,000,00 DOLLARS THAT BELONG TO PROJECT NEHEMIAH? Concerning Issue #6: “Isle of Patmos Baptist Camp.” The property where the Isle of Patmosnow sits was originally purchased and owned privately by Dr. Emmanuel Quizon. He purchased that before there was ever the first missionary of IBMA. He owned it free and clear at that time. He chose to donate the property to the free use of IBMA to establish the Isle of Patmos Baptist Camp. To do this much time and effort had to be made to have it all locally re-zoned. Our board has discussed this at length and have advised Brother Quizon to be sure that this property is fully protected in a way so that no individual member of the Quizon family can lay claim to this property since it was donated and built by love gifts of God’s people. It must always be used for the Lord’s ministry as IBMA directs. As to Korean unbelievers, They are now no longer on the property. Koreans were not housed for the profit of any of the Quizons. Any funds collected went into improvements for the Isle of Patmos or into scholarship for FBCA students who participated in tutoring the Koreans. Additionally, an evangelistic outreach was made to reach the Koreans for Christ. Some got saved. Again, more false accusations. If you have proof to the contrary, contact us. ANSWER NOW IT IS CLEAR THAT THE ISLE OF PATMOS PROPERTY IS OWNED BY QUIZON, AND YOU AMERICAN BOARD MEMBER AND YOUR CHURCH GAVE A LOT OF MONEY TO BUILD THIS CAMP SITE.
