ARTICLE 19 HOW CAN WE EMPOWER MEN AND WOMEN OF JHARKHAND? Let us first have a glance on the state of Jharkhand which will ultimately help us to identify the answer of the question which has been raised. Jharkhand came into existence on 15th November, 2000, after being carved out from the “underdeveloped” part of Bihar. I appreciate the effort made by the people to have a separate state for the adivasis(tribal). No doubt it was done to uplift the underdeveloped tribal area and to give them recognition but the effort was not fruitful. Jharkhand, in the year 2013, still comes in bottom 5 in literacy and is among the poorest states of India. To find a way out to empower the people of Jharkhand, I shall first highlight the problems which, I feel, are hindering the people to develop. • Unstable Government- Jharkhand this year received her 9th Chief Minister. 13 years of Jharkhand’s politics with 9 CM shows what could be the condition of the state when there was so much chaos in the government. • Migration- Migration is one of the serious problems that the state is facing which is making Jharkhand handicapped. Large numbers of people are migrating to other states in search of a better livelihood. I cannot blame them for this migration. If one does not get a job in his/her own state then it is natural that they will migrate. The state has to make a great effort to reduce this migration. • Subject of the state- If the government of the state is being blamed then why not the people who choose their government. I very strongly believe that somewhere even we are responsible for the condition of our state and the people. As I have already mentioned that Jharkhand is among the poorest states with very low literacy rate, it is important to work in the base level with good quality. Following ways could be very helpful to support the people of Jharkhand. • Jharkhand is very well known for its forest and who gets the benefit of these forests? What do you think, who should get the benefits? Do the people of Jharkhand deserve these forests? No doubt that they should get the benefits but the first priority should be the dwellers of the forest. Sometimes the government and other times private companies takes a large part of the forest into their account and do not let the villagers to even enter the forest to collect fire woods. But do they have any legal right to do so? The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 prohibits them to do so. • In Jharkhand 70% of the people are engaged in agriculture and have agro based industries. The problem here is the market. They either do not get a proper market or their products do get the value they should. Here it is a very important role for the government to have a good mechanism which can make the whole process of linking the farmers and theirs goods with the market much easier. • Jharkhand is also very well flourished with agro based industries but the problem is lack platform to show products. Villagers prepare extremely beautiful bamboo products and the handloom of Jharkhand is exceptional. The villager’s work worth much more than what they get. There are very few government organisations to acknowledge their skills and talents. One way encouraging them is to linking the villagers with the units like Jharcraft and Bamboocraft. Not only linking but they should also get a reasonable price for their work and product. • Vocational Training Centres in Tribal Areas- this is the initiative taken by the government to enhance the skills of the tribal youth in the tradition and modern vocations. This will help in upgrading their qualifications to work in different units with the professional people. This initiative is also very crucial for making the girls and women financially independent. This will reduce the migration of the girls which will ultimately reduce the TRAFFICKING of girls from Jharkhand. • It is also very important for the government to generate employment on large scale because poverty is major issue here. First of all the government should encourage the farmers to focus on agriculture during the off season also instead of migrating in search of jobs. Government should take initiatives to provide them better irrigation facility and hold workshops so that they can learn more about agriculture techniques. With the help of such initiatives farmers will be able to grow crops during the off-season also. Then the unemployed people of city should be employed. I have noticed that generally people go outside to work as labour. Govt. should now generate labour employment for them. I hope the Master Plan for Jharkhand should work since; I am assuming that, it will generate employment for large number of people (Pardon me if I am wrong about the master plan. I have very less knowledge about it.). I think this article has become a bit lengthy for a page like this so I will try to conclude in short. You must have seen how I pointed out so many problems, of course with the solutions, but a state does not run like this. As a responsible citizen we all should take the responsibility of our state JHARKHAND and our people. Every day we hear politicians blaming each other for the failure of our state. We must not forget that this is OUR state and even we should take the responsibility of failure instead of blaming the politicians. STOP THE BLAME GAME. If we want to bring Jharkhand to the level of Kerela which has highest literacy and does not have a “village” then the youth of this page, please wake up. It is not easy to bring our people to the mainstream of this nation and we have to work really hard for it. RANCHI IS KNOWN FOR M.S.DHONI AND JHARKHAND IS KNOWN FOR POVERTY, ILLITERACY, NAXALISM, UNSTABLE GOVT. ETC. ETC. ETC. But I believe in Optimism rather than being a pessimist so I hope that all of us will do something great in the future to bring glory to our lovely state.
