FIFTY-TWO recruitment agencies in the Philippines will no longer charge fees to Filipinos wanting to work in Hong Kong as domestic workers, in compliance with the government’s no placement fee policy. These agencies are members of the Society of Hong Kong Accredited Recruiters of the Philippines, Inc. (SHARP). SHARP stopped hiring Filipino domestic workers from Feb. 27 to March 27 to protest alleged non-payment of services fees by Hong Kong employers, claiming fees are passed on to Philippine agencies and ultimately, to domestic workers. The group comprises 60% of licensed recruitment agencies in the Philippines. The agencies signed a Covenant for Reforms in the deployment of household service workers to Hong Kong. Compliant agencies There are at least 128 Philippine Overseas Employment Administration- accredited recruiters for Hong Kong-bound domestic workers, but SHARP President Alfredo Palmiery said only 52 signified their intention to comply with the no placement fee policy. Counterpart effort Palmiery, in a telephone interview with Hong Kong News, said under Hong Kong laws, recruitment costs should be shouldered by Hong Kong based recruiters and not the domestic worker. In turn, recruiters can charge 10 percent from the worker’s first salary. ”The moratorium was effective. We can now say that it has achieved its desired effect,” said Palmiery in an open letter, a copy of which was obtained by Hong Kong News. He said the move resulted in 52 recruiters that vowed to transfer the burden of recruitment and deployment costs to Hong Kong employers.
