ATTN: CLSU AG EN 2015 REUNION ORGANIZERS Suggesting that you send (if you have not done so yet) an invitation to Dr. Rogelio C. Lazaro. Roger as he is fondly called was the first RPAE Board top-notcher that brought honor to the CLAC/CLSU College of Engineering. Also he was responsible for creating one of the most sought after employment organizations for agricultural engineers, agriculturists, and the like. From a lowly Land and Water Use Section of the Upper Pampanga River Project (UPRP) in the early 70s, this organization through his smart management and hard work, metamorphosed to 1) Agricultural Development Division of UPRP, and 2) Agricultural Development Department of the National Irrigation Administration, and later, the Institutional Development Department (IDD). Today, aside from the IDD at the NIA Central Office, Now, every NIA Regional Offices, and all NIA irrigation development projects have their own Institutional Development Divisions. These organizations were training grounds for various graduates of the CLSU College of Engineering who became top management officials of NIA, and international consultants in watershed development, land and irrigation development projects funded by international lending institutions. At present he is a freelance consultant in Water Resources Development. Thank you.
