Aam Aadmi Party Bhopal CAG proves AAP allegation against Sibal in telecom scam: Arvind Kejriwal, along with his colleagues Manish Sisodia and Gopal Rai had in July 2012 sat on an indefinite fast seeking the removal of 15 corrupt ministers of the then UPA government. However, when the government did not accede to their demand, Arvind and others decided to take a plunge into politics to clean the system from inside. This subsequently led to the formation of the Aam Aadmi Party. Arvind and others had released detailed evidence of the corruption done by the 15 UPA ministers including the then Prime Minister. One of the corrupt ministers was Mr. Kapil Sibal. They had pointed out that how against the advice of all the officers of Department of Telecom, Mr. Sibal illegally reduced the potential penalty of Rs 650 crore on Anil Ambani’s Reliance companies to a paltry Rs five crore. Yesterday (on 1st August), the CAG report on telecommunications was placed in Parliament. The report rejects all the justifications given by Mr. Sibal and states that the penalty was wrongly reduced and Reliance was favoured. This corroborates the consistent stand taken by the Aam Aadmi Party that Mr. Sibal did an act of corruption for which he needs to be prosecuted. Reliance had unilaterally discontinued its telecom services in rural areas, which is a serious violation of its license conditions. Its license ought to have been cancelled. However, instead of cancelling the license, the Department of Telecom had issued a show-cause notice to Reliance for a penalty of Rs 50 crore for a circle (since Reliance was operating in 13 circles, it was facing a potential penalty of Rs 650 crore). Reliance, instead of restoring the services and replying to the notice, repeatedly sought for more time to respond. Thus Department moved to impose the penalty and the file was approved by all the officers upto the level of the Secretary. However, when the file reached the Minister Mr. Sibal, he overruled the officers and said that a penalty of only Rs five crore be imposed. The CAG has found this action to be totally unjustified, which unjustly favoured Mr. Anil Ambani’s companies.
