Abdel Bari Atwan: “The reopening of the Syrian Embassy in Kuwait is a major public statement, acknowledging that Gulf policy in Syria has broken down. The cohesion of Iraq and Iran with Syria both against Isis and in terms of trade and diplomacy only add to the re-awakening international clout of the Damascus regime. When Kuwait pulled its Ambassador from Damascus and ordered the Syrian Embassy to close, it did so in accordance with a joint Gulf agreement. The question now, therefore, is whether Kuwait’s decision has been taken alone or in the framework of a new Gulf agreement which might see the reopening of Syrian embassies in all or most Gulf capitals?”
