I. PRIMARY PURPOSE The post holder will be responsible for full time management of Organization relations with the commercial banking sector and private investors, as well as providing technical guidance on financial skills trainings in the field. II. DUTIES AND RESPONSIBILITIES The post holder Access to Finance Manager will be expected to: Design and launch Warehouse Receipt System (WRS) promotion and outreach campaign targeting both lower level local staff and executive staff of commercial banks. Analyze and communicate the benefits of the Warehouse Receipt System (WRS) to financial sector actors. Educate commercial bank staff on the low risk profile Warehouse Receipt System (WRS) offers. Link the commercial banks with AGRA Warehouse Receipt System (WRS) loan guarantee fund. Establish successful linkage of Warehouse Receipt System (WRS) producers and operators to finance institutions. In order to build relationship with banks staff, he will facilitate promotion and outreach efforts, and actively advocate for timely approval of the loan applications. Train male and female members of producer associations in business plan, loan documents and loan application preparation. Identify and select suitable firms with the project areas and establish a strong link to producers associations. Guide and facilitate producer associations and warehouse owners/operators on how to secure performance bonds required for TWLB licensing. Train financial institution staff in Warehouse Receipt System (WRS), Loan application review, and improvements in head quarter and branch offices. Create and manage a PPP – style Value Chain Improvement Fund to leverage programm resources with debts and equity investments from banks, private investors and other development programmes. Help the organization Serve management in designing innovative WRS financing model and adopt them to project beneficiaries. Collaborate and work together with Program manager and M&E specialist to produce program reports and disseminate to relevant stakeholders. Devise novel ideas and creative partnerships to expand the scope of organization Agricultural activities and present them to organization program manager. Represent organization at relevant stakeholder meetings and gatherings as directed by Program manager/management Compile regular documentation of all activities carried out in support of organization program and submit to Program manager Collaborate as needed with other stakeholders (Local Authorities) and team members Develop and sustain trust-based relationships with the client, overall leadership team, small holder farmer leaders and other key stake holders Collaborate and work closely with M&E specialist to collect and synthesize all program data and report accordingly. Set own annual individual performance goals in coordination with Program manager detailing project specific and personal objectives · Any other duty which may be assigned to you by your Supervisor. III. REQUIREMENTS A Graduate in Business Administration (Corporate Finance) and/or Agricultural Economics with a strong knowledge on WRS financing especially for staple crops. A Master’s degree in related field is an added advantage Exemplified knowledge and experiences working with both private and public sectors. Vast knowledge and experience about the banking sector in Tanzania Experience in WRS for staple crops especially maize and paddy is an added advantage A minimum of 5 to 7 years experience in project management in the grain sector with line management experience. Strong private sector experience and entrepreneurial skills Proven track record of developing complex client business plans Excellent problem solving and analytical skills Strong financial analysis and management skills · Ability to balance multiple priorities and meet demanding deadlines · Ability to work both independently and as part of a team. · Excellent oral and written communication skills and attention to detail · Strongcomputer and formatting skills in MS Word, MS Publisher and MS PowerPoint · Strong interpersonal, cross-cultural and team-building skills Ability to develop well written, cohesive reports that are responsive to the donors’ needs · Fluency in English and Swahili A valid driving license and the ability to drive a vehicle. · Willingness to spend 50% of time travelling for monitoring field activities delivery Application mode: All interested Candidates should apply not later than Saturday 28th September 2013 electronically to the below email address attaching their C.V and Application Letter only.
