Acting Social Security Commissioner Carolyn W. Colvin has announced she is suspending a program in which thousands of Americans were having their tax refunds seized because it turned out they were overpaid social security benefits previously, some as long as 10 years ago. The Social Security Administration says it has identified about 400,000 people with old debts. They owe a total of $714 million. So far they have seized about $55 million.
