Action Points 1) A starting point (for various Muslim leaders in Uganda) is to call on State authorities to undertake the following: (i) carry out and publish a full and an independent, prompt and diligent investigation or establish a Judicial Commission of Inquiry into unlawful killings of Muslims in Uganda. Such an investigation must be open to public scrutiny and be carried out within a defined period of time; (ii) take adequate measures to prevent and suppress any possible further killings in the future or at least make a public declaration that State authorities are currently unable or unwilling to protect Muslims effectively; and (iii) where appropriate, ensure that genuine, prompt and reasonable prosecutions are undertaken especially given that the shooting to death of Mustapha appears to follow a consistent pattern of other Islamophobia killings, and thus likely to be a religiously motivated attack. 2. 2) Without prejudice to 1 above, Muslims should set up an independent Commission of Inquiry into Unlawful Killings of Muslims in Uganda.
