ActionAid Pakistan Meta-Analysis - Terms of Reference Introduction: ActionAid is an anti-poverty agency whose aim is to fight poverty worldwide. Formed in 1972, we are reaching out to over 13 million of the world’s poorest and most disadvantaged people in more than 40 countries worldwide, helping them to fight for and gain their rights with dignity. In Pakistan, ActionAid Pakistan has been working since 1992 in partnership with local civil society organisations, community groups and marginalised people through its local and national rights programmes to fight poverty and violations of human rights. Over the period of time, ActionAid has carried out mid-term reviews with participation of communities and peers of its rights programmes to validate and test its theory of change and progress towards strategies. Scope of Assignment: In order to generate strategic lessons learnt out of reviews, ActionAid aims to commission a ‘Meta-Analysis’ based on eighteen mid-term review reports. Outcome of assignment will inform strategic actions [immediate, medium and longer term] for effectiveness of ActionAid Pakistan programmes and partnerships. Methodology: Assignment will be carried out based on desk review of eighteen mid-term review reports. Deliverable: • Framework for Meta-Analysis[at inception stage] • 10-12 pages reports reflecting strategic lessons and challenges [upon completion of assignment] Proposed Timelines: • Signing of MOU [First week of August] • Inception Meeting to agree on framework of Meta-Analysis[First week of August] • Desk Review and Draft Report Submission [Last week of August] • Final report based on feedback [Last week of August] Relevant Experience: A person(s) or a firm with research, review, evaluation and results based monitoring background or profile.
