Affordable housing policy - Cheaper Flats in Gurgaon expected The Haryana government has notified a comprehensive ‘Affordable Housing Policy 2013’ to facilitate In a bid to woo the middle class vote bank before the elections in 2014, the Congress government in Haryana on Tuesday announced an affordable housing policy for the common man. These housing projects would be developed in plots ranging from five acres to 10 acres. Licence for such projects would be given on first-come-first-served basis, while flats would be given through draw of lots. With this, the government plans to make available around 1.25 lakh units for lower and lower-middle class population. The flats built under the scheme will be in the range of 28 sq-metre to 60 sq-metre carpet area. They would also be given extra floor area ration (FAR). The FAR in projects under the new policy would be 225 against 175 permitted in normal group housing projects while ground coverage would be 50% against 35% allowed in normal group housing projects. The maximum area for which such projects can be allowed in a development plan included 300 acres for Gurgaon, Faridabad, Panchkula, Panchkula Extension and Pinjore-Kalka, 150 acres for Sonipat, Panipat, Karnal, Dharuhera, Bahadurgarh and Sohna and 75 acres for the rest of the development plans. In any residential sector not more than five per cent of the net planned area under residential zone can be allowed for projects under this policy. However, if a residential sector has an area of less than 100 acres, one such project would be allowed on five acres. On the first day of the notification of the affordable housing policy in Haryana, 56 applications of different developers have been received for launching the project in Haryana. A senior DTCP official confirmed that 56 licence applications were moved by builders, out of which 40 were for various sectors of Gurgaon, eight for Sohna, six for Faridabad and one each for Jhajjar and Karnal. Under the scheme, the developer will construct affordable houses for which separate licences will be applied for. At present, the DTCP makes it mandatory for the builder to reserve certain number of flats for the economically weaker sections (EWS) in all projects. The new scheme has been designed for the people from low-income group. The DTCP has fixed the maximum allotment rate of Rs 4,000 per sq ft for flats approved under such projects in Gurgaon, Fairdabad, Panchkula and Pinjore-Kalka. The rate for high and medium potential towns is Rs 3,600 per sq ft and the remaining low potential towns Rs 3,000 per sq ft respectively. The DTCP has also spelt out the deadline for the allotment of the flats built under the scheme. The official said that the project under the affordable housing scheme is required to be completed within four years from the date of approval of building plans or grant of environmental clearance whichever is later. These policy has hit the right segment and was need of the day. Hope we get to see positive outcomes of the same.
