After a delay created by the partial federal shutdown, the September jobs report was released today: 148,000 jobs were created last month, fewer than the 180,000 that had been expected. Is this a consequence of the uncertainty created by the budget impasse in Washington (which was unfolding in September before the shutdown) or a sign of the negative impact of Obamacare, or a reflection of problems with broader economic policy under President Obama.
