Akrama-Sakrama to return anew TNN Bangalore: The Akrama-Sakrama (regularization of unauthorized structures) scheme is all set to come back but in a new format. The Congress government,particularly Bangalore incharge minister Ramalinga Reddy,is preparing the provisions suiting their needs and also in accordance with the law. Not wanting to call it Akrama-Sakrama,Reddy told TOI that the policy will be introduced such that it benefits people.Aware of the governors rejection in the recent case,the minister said,Everything will be worked in legal framework. In the run-up to Lok Sabha polls,the government plans to introduce the reworked bill in the coming budget session.Reddy,however,did not reveal what the changes would be.Not all violations will be regularized.We will be extra careful while introducing the policy, Reddy said. The previous government introduced Akrama-Sakrama Bill and also passed it in the legislature,but Governor HR Bhardwaj declined to approve citing petitions in the high court.Thereafter the government tried to implement the revised Akrama-Sakrama scheme through the ordinance route,but that also did not succeed. WHAT BILL ENTAILED The scheme was to provide a one-time opportunity for an estimated eight lakh buildings and site by-law violators in Bangalore alone,besides six lakh violators in other urban pockets across the state to regularize their construction. Former law minister S Suresh Kumar said he had no idea why the governor withheld the bill.The bill was prepared with a view to help the urban middle class.Its approval would have made BBMP and other local bodies self-sufficient in funds, he said. The governor recently returned the Karnataka Land Revenue (Second Amendment) Bill,2012,passed by both houses of the legislature in last days of the BJP tenure.The legislation was brought with the intention of regularizing unauthorized occupation on revenue land after extracting a small fee from occupants who constructed dwellings before January 1,2012. Bangalore to get large slice of budget pie Chief minister Siddaramaiah on Tuesday hinted that Bangalore will get a bigger allocation in the budget hell present on July 12.Jagadish Shettar earmarked Rs 750 crore to BBMP for 75 major infrastructure development projects in his budget on February 8,2013.The CM started pre-budget discussions with government officials and representatives from various fields for his eighth budget. Asked whether the government has any plans to extend the 11pm deadline for bars and eateries,Siddaramaiah ruled it out for the time being. NO SEPARATE AGRI BUDGET The CM did not see any point in presenting a separate agriculture budget,a trend started by the BJP government.
