Akshay Gupta Lot of people Says Gujarat state is role model for other states in case of development and Infrastructure..and I am not taking that persons name who is the CM of that state else people says I am using his name to get cheap publicity .. So hope you guys understood..whom i am talking about...He is gr8 man and have tremendous capability and he is only person who can lead the nation and rest all are not experienced and dont have right to lead the nation..well i agree with you 60% of it... Now tets talk about the other 40 % of it.. Hoping all your prejudiced and misconceptions gets clear about reading this article.. 10 Major Loop holes which CAG picked in Narendra Modi’s Gujarat development plan AHMEDABAD: At a time when Narendra Modis development model is under national spotlight, the Comptroller and Auditor General (CAG) has criticized his government in Gujarat for imprudent fiscal management. It has underlined a need for greater professionalism and accountability in the functioning of the government and asked it to be more alert and responsive. 1) Poor debt management:: The national auditor has said the state government has incurred 41% higher debt than the previous fiscal and burdened the exchequer with heavy interest liability at a higher rate. The state government had taken a loan of Rs 15,083 crore to adjust the monetary deficit of Rs 11,027 crore, leaving a balance of Rs 3,645 crore, which is poor debt management, said CAG. 2) Average return on investments:: It has invested Rs 39,179 crore in corporations, boards, government companies, rural banks and joint ventures. In the last five years, the average return on this investment was 0.25% while the state government has paid interest at the rate of 7.75%. 3) Utilization certificate:: The CAG report, which is likely to be tabled in the ongoing session of the state assembly, also criticized the government for not furnishing utilization certificate of Rs 9,066.34 crore. 4) On education and health:: The CAG has also observed that compared to other states, Gujarat traditionally spends less on education and health. Though, in 2011, the amount spent on health was adequate. 5) On computer literacy and education:: CAG has also ridiculed the government on computer literacy and education — Rs 292 crore was allocated but only Rs 88.24 crore was used. Similarly, for special courts, Rs 629 crore was granted, but only Rs 252.45 crore was used. 6) Wide variation under every major head of account:: In the roads and buildings department, Rs 957.95 crore was allocated for constructing offices, but not even half the amount was spent for various reasons. Sighting many such examples, CAG has observed that there is wide variation, practically under every major head of account. 7)Finance and public sectors least efficient:: Although the entire state government has been criticized, the finance and public sectors have been shown as least efficient. For example, savings under each major heads clearly suggest non-performance of government departments, for which no reasons have been given. 8) Gujarat is not at the top list on comparing the all India state Development: The RSS/BJP’s much-hyped ‘Vibrant Gujarat’ campaign has been punctured after reports showed that the state is well below the national average on human development indicators. The ‘Gujarat model of development’ has been further demolished by the recent report of the Committee For Evolving A Composite Development Index Of States that is headed by the Governor of the Reserve Bank of India. The report places Gujarat at No. 12 in the list of states according to the development index and says that on the basis of its index, “we could label states that score 0.6 and above on our (under)development index ‘least developed’ states. States that score below 0.6 and above 0.4 are ‘less developed’ states, while states that score below 0.4 are ‘relatively developed’ states’. Gujarat has a score of 0.49 on this index. So much for its ‘vibrancy’! 9) Gujarat Lacks proper sanitation and Health facilities:: Gujarat’s dismal record on sanitation under the BJP government. The 2012-13 India Rural Development Report shows that one in every five rural households has none of the three basic facilities — drinking water, electricity and sanitation — while only about 18% have access to all three. 10) Threat Of Gujarats CM is his Communal behavior :: He reportedly said that like the minorities were taught a lesson in Gujarat in 2002, they have once again been taught a proper lesson in western UP for indulging in what the communal forces call ‘love jihad’. Such efforts at stoking communal passions came to the fore once again in the RSS/BJP’s reaction to the recent letter written by the Union home minister to all chief ministers asking them to ensure that no innocent Muslim youth is wrongfully detained in terror cases. This has come belatedly as a response to the demand to undo the wrong of detaining innocent youth thus depriving them of their fundamental right to life and liberty. It has now been shown that wrong arrests of nine Muslim youth for the Malegaon blasts in 2006 led to them being in jail for six years and then released. 20 Muslim youths who were arrested for the 2007 Hyderabad Mecca Masjid blast have been absolved of all charges and released after spending five years in jail. In the 2012 Karnataka LeT terror plot, of the five arrested, two Muslim youth have been released after being absolved of all charges. Terrorism has no religion nor does it belong to any particular section or region. It is unacceptable as it is anti-national. There can be no compromises in the fight against terrorism. However, in the name of fighting terrorism, innocent youth, irrespective of their religious affiliation, should not be victimised. This would be a travesty of liberty and justice. In this connection, it is of particular concern that repeated harassment of innocent Muslim youth has come to light. This is unacceptable and goes against the grain of our secular democratic Republican order. 11) Question on Freedom of Medias in Gujarat:: Among the many real and imagined charges against Narendra Modi is the one from 2008 that the Gujarat Government had filed a criminal case against sociologist and intellectual Ashis Nandy with the intent of harassing him. At the heart of that case was a column Ashis Nandy wrote in theTimes of India in January 2008 titled Gujarat: Blame The Middle Class. So what exactly are the specific charges against Narendra Modi that he has come to be stereotyped as an intolerant and authoritarian figure when in fact, in his formative years during the Emergency, he had soldiered on for media freedom and had agitated against censorship.. -------------------------------------------------------- There are many more Points but i have to restrict my self with main points only.. So my request to all people is dont just get blind in the hyped wave of Modi ... Question yourself what is right and what is wrong.. and Hoping a Good response from you guys..
