All in the Universe is oscillating energy. Energy oscillates in a wide range of frequencies. Light is energy on specific frequency ranges that we can perceive as colors, but, we can only perceive so much of the entire energy spectrum. If our eyes didnt have only limited receptors for a limited range of frequency-oscillating photons, we would see a whole different picture. The thicker and denser the H20 layer, the more the suns energy is absorbed, resultin in the various hues of blue you perceive. If you go into the water and look upwards, from a close distanceto the surface, the perceived color is lighter blue, than if you look up from deeper down. The thicker the cloud, the darker appears. But up close, they all look foggy-white all the same. Only the concentration of them (clouds thickness and height, or how much H2O particles are packed up together..) defines how much photons are absorbed. In a cloudless sky, theres still H2O in the atmosphere, not condensed into clouds, the abovementioned phenomenon still occurs. There. This explains it.
