All our reading happens in the central part of the eye - called the fovea. About 2/3rd of the eyes sensors are located in that small 1-2 sq mm area. What makes us go slow on our speed is the physical movement of the eye ball as it moves around getting the text into the foveal region. The easier thing to do with a phone / comp screen is to get the words to move instead of the eye. This can easily double your reading speed.
