All this is bad news for a government whose best hope for displacing the Liberals as Canada’s Natural Governing Party depends on a western-based, oil-based political sea change. After touting the benefits of ferrying oil to foreign markets via pipelines to the west, south and east, the Tories find themselves without an economic plan B.
