Alright I just walked or should I say Victor just walked me around my block. It is 24 degrees with a wind that will neuter you... there are a total of 7 dogs outside. None are chained but all are out in the cold. Doing another walk through in an hour...made flyers offering to buy a crate and a blanket if they bring each dog inside. I am so upset right now I can not see straight. Found two dogs last night at my front door, they belong to a person 2 streets over. I told him if they come back he is not getting either back! It is FREEZING outside....
