Amendment 28: Civil Empowerment: The People, when they posses communication systems which permit reasonable assurances of identity, location of habitation, citizenship, age, singularity of vote, eligibility to vote, and in which four fifths of the nation’s population can receive and vote on an issue within a five day period, may retain and exercise temporary governmental powers on issues that cause inaction in the remaining three branches of the government; on such issues three quarters majority rules. The first such issue is recognition of this amendment.
