An ordinance to outlaw single-use plastic bags at many of the Ventura’s retail stores stalled Monday after the city council vote on the proposed ban ended in a tie. The ordinance would have prohibited plastic bags at about 90 grocery, convenience, liquor and other retail stores throughout the city, pushing residents to either bring their own reusable bags or purchase paper bags for 10 cents. Do you think its time for Ventura to join dozens of other communities across the state that have enacted similar bans?
