And now we hear about this confidential memorandum given to then-finance committee chairman Senator Franklin Drilon by Budget Secretary Butch Abad. According to Jinggoy, the memo said that whoever would vote “yes” to convict and oust Chief Justice Renato Corona would be entitled to an additional P50 million allocation over and above the P200 million pork barrel allocation. Drilon feigned ignorance of this memorandum. Abad made references to some kind of economic bonus. I cannot believe anybody would forget about a memo involving P50-million. Technically, it’s not a bribe. It is, instead, a payoff. Recall that Corona was convicted by a vote of 20 to 3. Using the PDAF for this purpose is an impeachable offense, but we know President Aquino will not be impeached because he has both houses of Congress under his thumb."
