Brands are able to be completely cruelty free all the way down to ingredient suppliers without any worry. As a vegan consumer, this is something that I love. Being able to trust so many brands to be free of animal testing and ingredients is an amazing thing! Sadly, this may be changing. The Safe Cosmetics and Personal Care Products Act of 2013 (SCPCPA) is a legislation that is intended to overhaul the way that cosmetic products are regulated in the U.S. It calls for a 10 year increase in animal testing in the U.S. where animal testing of ingredients would be required by law.
