Another example of UPA 2 policy paralysis: Delinking of aadhar from DBT scheme. Its morning 10.30 I just reached office (bank), one customer came to me running ask me “sahab subsidy jama ho gaya kya mere kahte me?” I took his pass book and checked his balance its only 500/- which he deposited at the time of opening of account and there is no any new transaction after that, so I told him that “nahi jama nai hue hai” he again ask me “mera adhar card link hua hai kya bank me” I ask him about his aadhar number and chacked in the system and told him that its linked to his account, then he again ask me “vo gas agency wale to bolte hai ki nai hua hai tumhara aadhar link bank account se isliye tumhari subsidy jama nia hue, jao bank me jake enquiry karo” I just ask him the simple question that how that gas agency people get to know that your aadhar is linked to your account or not in bank, he simply exhausted and leaved the bank premises uneasily, he is not the only customer there are lakhs and lakhs of people who are facing the similar conditions and juggling from gas agency to bank to get their subsidy to their account. Every day there is a flow of 50 to 100 people who submitted the aadhar linking form to the bank and with that there is a flow of similar number of people who are coming to check either subsidy has been deposited to their account or not. Every day bank employees have to face quarrels which are arises due do shere frustration of the people due to such complicated process and their helplessness. If a person earning 6000/- a month and have to invest 1200 to 1300 to get one gas cylinder with that he have to wait for tha remaining amount of money which government going to return directly to his bank account, which he don’t know how much days it will going to take either its 5 days 10 days or a month. Why this is happening? A simple answer to this question is that government formed the policy without developing the proper infrastructure to execute. There are various steps invole in direct benefit transfer thorugh aadhar card the steps are as follows. Step 1. Get aadhar card. There are many aadhar card centre opened by government who are working to give aadhar number to cirritizens ther is a very little formality you just have to submite you documents with one form, your all ten fingures are scanned and you will receive one receipt after that it will take ateast one month to get your aadhar card home , there are many people who are still waiting for their aadhar card from year. Step 2. Open a bank account in nationalized bank. Citizens have to go to bank baranch fill the form attach the required documents and get their saving bank account open. Now a days there are many small service centres opened by banks which are opening zero balance account which can be operated by the thumb impression. Step 3. Get your aadhar card photo copy submite it with proper format in gas agency and in bank as well so that both the accounts get addahr linked. Step5. Wait for your subsidy to get deposited in your account. These are the simple steps government has formed for the DBT scheme without building any proper infrastructure. Gas agencies struggling to install the new system and managing grievances of their customers, banks as always short of the manpower struggling to get aadhar card attached to the respective accounts, recent data shows that government issues 450 million addhar cards and only 41 million are linked to the respective account. Government not have formed any centralized grievance redressed committee for it they just released one full page ad last week in all national as well as local newspapers, in which they have formed various websites which are going to solve the respective customer problems, from the latest report only 16% of india population have internet connection and DBT is applicable for all the 100% population so what about the reaming how they are going to get their grievances resolved? This shows that our leaders have the vision but they are running away from the reality. UPA going to lose the election battle this year and DBT scheme will be one of the one reasons for that.
