Another possibility for making some progress within the constraints of the present system may be the formation of single - issue parties. These are parties which will dedicate themselves solely to one issue they believe is a critical pre - requisite for broader change: such as, say, decentralisation. They will thus be able to mobilise across party lines and drill down to practical solutions. To keep these parties from degenerating into the mainstream of party politics, there could be a sunset clause in the partys constitution that will specify precisely when in the future the party shall expire. On the expiration date, the party dissolves and members in elected positions become independents or join other parties of their choice. Such parties may enter multi-party coalitions in exchange for the right to advance progress in realising the single goals to which they are committed.
