Answer to number two question by the Constituent to me and Mr. Lazarus Ulith QUESTION 2: Both you have considered EDUCATION as a priority on your platforms? What changes do you foresee in education that Yaps O.I. needs in the next five years? JRS Answer: My position on Education is that the Department of Education should undergo a very important structural reform to pull the department together. My observation is that the education department is divided up between those responsible for OI schools and Main Island schools instead of everybody responsible for the schools in the one system we have. This present set-up has really resulted in an uneven treatment or handling of the affairs of the schools. All the needs of all the schools should be handled and treated in the same manner as it was when the Department was headed by a Director, a deputy director and a school superintendent and everybody works for the schools under this structure for all of the schools. We have one system of eduction so why do we operate as though we have two. My other position and that is reflected in the attached document, is on the urgent need to address the poor performance of our students on the exit tests, which is 80% failure and 20% passing. We cannot continue with is kind of performance by our students and continue as business as usual. This situation has to change and quickly. I have publicly stated my view and position in that the Department as part of its reform commit to an increase in the allocation of funding and other support for classroom teaching and learning. These are funding and technical needs, training and supply that will impact the teachers compensation, training and other benefits and the supplies required for pupils learning. The other position I have is to prohibit the DOE Central Office from tapping into the budget for each of the schools for any matter than those requested and approved by the school reflecting on their particular needs. I have introduced a bill to do just that and when a public hearing is held then we will hear from DOE on how to go about this issue.
