Antique PB okays education ordinances Panay News SAN JOSE, Antique — The Provincial Board has approved ordinances establishing a “literacy council” and addressing truancy in Antique. It has passed “The 2014 Literacy Coordinating Council Ordinance of the Province of Antique” authored by Board member Egidio P. Elio. The Board also approved “The 2013 Truancy Prevention and Intervention Ordinance of the Province of Antique” authored by Elio and Board member Dante M. Beriong. A recent Department of Interior and Local Government memorandum directed local government units to enact ordinances addressing school dropouts, absenteeism, and illiteracy. “Our proactive attitude has led us to initiate change through meaningful legislation in the province even before we receive instructions from the national government,” Elio said. “Everyone has the right to education,” the Board member said, citing the Universal Declaration of Human Rights. “Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory.” Also, Elio said, the Child and Youth Welfare Code provides that “every child has the right to an education commensurate with his abilities and to the development of his skills for the improvement of his capacity for service to himself and to his fellowmen.” Elio has authored the highest number of ordinances among Board members. His 16th ordinance, “The 2014 Child Sacada Intervention Ordinance of Antique,” is being prepared for debates in the Board plenary.
