Apparently there is a movement in rural Colorado to separate and declare itself the 51st State. I had in mind something a little more radical. Suppose West Colorado decided, after a plebiscite, to become the Free Republic of West Colorado and secede from the United States altogether? (I will stipulate that their declaration of independence includes guarantees of protection of and free access to Federal property, etc. etc.) Should the United States honor their request? If not, why not?
