Applications are invited from suitably qualified and experienced applicants to the following vacant post in the administration of the Electoral Commission, a state institution established in terms of Chapter 9 of the Constitution. ASSISTANT MANAGER: HR PAYROLL & BENEFITS [Ref: PO-0331] (Inclusive remuneration package of R379, 068 per annum) National Office [Centurion] The Assistant Manager will be responsible for the management of timeous and accurate administration of the payroll and benefits functions by implementing and maintaining systems to promote the goals and objectives of the area. Duties: To render general administrative payroll support services; uploading accurate employee data for payroll processing; ensure payrolls are executed timeously; effective transactions of data between the IEC and payroll vendors; effective transactions of data between the ESS and payroll vendors; manage relevant contracts; generate reports supporting payroll changes; manage claim processes (maternity, long leave, etc); update records affecting payroll and benefits; administer benefit schemes; liaise with external service providers; reconcile benefit entitlements and enrolments; commitment to improve payroll processes; risk management; ensure appropriate governance of payroll functions on best practice and standards; administer and maintain SAP and employee records (i.e. employees for hire, transfer, promotion, termination, fixed terms and temporary employees); ensure compliance with relevant legislation and policies on data privacy and record management as it relates to employee information; generate SAP reports weekly, monthly and/or annually; attend to periodic and specific reporting request, including year-end processes from regulators; manage the integrity of data and information systems; manage the election staff system for all events processes through the ESS; process information and data; identify budgetary needs and make proposals; determine, program and co-ordinate training activities regarding the ESS; render consultancy assistance to other departments/provincial offices which need assistance with regard to the ESS that spans over more than one department/provincial office; advice regarding policies, interpretations, organising, post establishment matters, etc; allocate tasks; train and develop personnel; provide financial administration & supply chain administrative support services within the component; monitor expenditure in the component; check correctness of payment processing; monitor payment of invoices and ensure payment of service providers; liaise with other stakeholders such as co-workers, supervisors, public, other departments/provincial and local offices, legal practitioners, private sector institutions; monitor the obtainment of quotations, the completion of procurement forms for the purchasing of goods and services; oversee the stock control of office stationary; keep and maintain the asset register of the component, responsible for the training needs, performance, and leave of subordinates. Basic requirements: Matric/N3, an appropriate tertiary qualification in Human Resources with at least 6 years relevant working experience in the payroll and HR training environment of which 4 years must be in a position with supervisory responsibility; knowledge of employment laws and practices; Experience in the payroll, benefits and administration, SAP payroll management experience; knowledge of payroll, income tax and statutory reporting requirements; knowledge of relevant HR legislative framework and regulations that govern the Commission, Skills: organizational, project management, verbal and written communication, administration, basic research and analytical skills. Ability to work independently, as well as part of a team; ability to function under pressure; willingness to travel extensively and a valid drivers license is compulsory, effective computer skills in Microsoft Windows and SAP environment (including excel and database management and record-keeping); excellent planning & organising skills; interpersonal and coaching skills and a high level of confidentiality.
