April 23, 2014 The Oklahoma House of Representatives could consider a measure aimed at cutting state income taxes as soon as today. On the surface tax cuts for struggling families may seem like a good idea, but such policies have far reaching implications that will diminish the states ability to provide needed services and programs to the citizens of our state. The Bills: SB 1246 by Sen. Bingman (R-Tulsa) and Rep. Osborn (R-Mustang) will cut the top income tax rate from 5.25% to 4.85% in two phases through triggers which will automatically kick in when the states revenue return to FY 2014 levels. Once fully implemented, the Oklahoma Tax Commission estimates that S.B. 1246 would reduce state revenues by $267 million by 2018. Unlike all other tax cut measures being considered by the legislature, the title is currently on S.B. 1246. This means if S.B. 1246 passes the House it could be signed into law by Governor Fallin without further input or consideration. We must take title off of S.B. 1246 and your State Representative can help make that happen! The Facts: Are state income tax cuts during a budget downturn good public policy? The Oklahoma Policy Institute has provided the following facts: The average taxpayer will see little benefit from the proposed tax cut. In fact, 43% of households would not receive a tax cut at all. Middle-income families would get just $29 per year. Budgets and tax collections are already at historic lows following the recession. Critical services like common education and health care are already operating on the smallest budgets seen in years. According to the OK SDE, school districts in Oklahoma collectively used 17% of all available carryover funds in FY 2013 to meet budget obligations. State policymakers are currently facing a $188 million revenue shortfall, resulting in a proposed 5% budget cut to most state agencies for FY 2015. Act Now: S.B. 1246 may be heard in the House TODAY.
