Aquino discusses INCLUSIVE GROWTH in Bali. Do we have it? Can we hack it? What is Inclusive Growth and why would it be important to our economy and population? Government has a significant effect on the direction of social political and economic directions. It even has far reaching moral (or immoral ) impliications in its decisions and policies set to guide its directions. Recently our goverment is touting around 7% of growth, and compared to the rest of Asia and the world we seem to be really up and about. But economists point out that there is no Inclusive Growth, that growth is found only in certain sectors of the economy and population, but not in where it matters: the POOR SECTOR. Incidentally that is the sector represented by the Agri industry, which means the barrios and the farmers. As the rich becomes richer, it is obvious the downstreaming of wealth does not cascade down to the barrio and even urban poor. But why is this? First, planning is coming from top down, and never bottom up. Why is that? Significant government agencies and departments such as the DA, DENR and DAR, plan their projects and directions based on what the secretary and his top people believe is what should be happening, not on the realities on the ground. In fact the DA doesnt have a farmers registry and DA has sectoralized their approach such that it is the local LGUs that provide extension services. Do they know their clients on the ground? I dont think so. So plans are being made out on basis of what budgets they want, to decide later when the funds become available to whom these are to be spent on. That approach simply creates a major chasm between DA and its main clients the Farmers. Without real issues being faced by the farmers being addressed by the DA, all project budgets being generated are not going to make a dent for the farmers. It is now a fact that suspicious releases of billions of funds have not reached real farmers, only fake NGOs trying to represent the farmers. No real projects below are being implemented, and hence there is no growth in the sector nor creating sustainable programs that would turn things over for the poor needy farmers. Where then is the Inclusive Growth? It is there in the Napoles NGOs and similar types of schemes, corrupt government functionaries, bureacrats, senators and congressmen,possibly those in cahoots in such schemes within the DBM, COA and even LGUs. The farmers remain poor, even poorer, as the records on the other hand, show billions having been released for projects questionable at best, to people that can not be accounted to, by bureaucrats who refuse to be accountable for these. The farmers do not belong to that equation, and hence there is no INCLUSIVBE GROWTH at all. The situation seems to be a confused state of ordered obfuscations, one that seems to provide a system for sustainable ways of spending funds, the easiest way, but producing nothing. This procedural masturbation releases funds into a dark abyss where the funds disappear, the responsible is not directly accountable, and various reasons are given why the funds end up being released even though there is no real beneficiary. Where dos the funds go? Your guess is as good as mine. DAANG MATUWID here is NOT really straight, and the statement that the shortest route is via a direct line does not work here. In fact, the shortest route is by INVENTING THE ROUTE, and it does not matter if it is real or fanciedly manufactured like the plans and schemes that have been built and set up for decades. They are tried and tested, so why even change them. Consequently, all these talks about improving the lot of the farmers, those who are not in any farmers registry, will nevee happen, despite billions, nay trillions of tax moneys allocated for them. Talk about INCLUSIVE GROWTH then in an Asian conference like Bali, by no less than our president, who advises he has been allocating more funds for it, may not really work at all. It may just be giving more funds to spend, and misspend, The abyss remains, the obfuscations stronger and deeper, accountabilities remain unknown, and all leading towards a FAILED STATE.
