Arka Prabha Ghosh, working on the project "Steps to address water shortage and ground water level in Delhi" report an interesting observation: "While going through literature on rainwater harvesting policies around the globe, I came across a very effective policy implemented in Germany, which should also get implemented in India. Many German cities charge householders an annual rainwater drainage fee, which is waived off if rainwater runoff is retained and the data shown or returned to ground allowing significant savings. This is in contrast to the current policies practiced in India, where rebates are granted simply for having the required harvesting infrastructure in place and not on rainwater actually collected or groundwater replenished. This is a reason why harvesting policies are misused in India to illegally draw groundwater as there is no policy in place which actually requires the consumer to show how much rainwater was collected."
