Article 185 (1) of the Constitution of Kenya 2010 states that The LEGISLATIVE AUTHORITY of a county is vested in, and exercised by,its county assembly. Article 183 (1) (a) County Executive committee shall IMPLEMENT county legislation (2) A county executive committee may prepare proposed legislation for consideration by the county assembly. Section 9 (2) of the County Government Act 2012 A member of the county assembly shall NOT DIRECTLY or INDIRECTLY involved in; (a) EXECUTIVE functions of the county government and its ADMINISTRATION;or (b) DELIVERY of services as if the member was an officer or employee of the county government. I believe the above information will help the public to understand the core responsibilities of the two arms of government and be able to channel their contributions or concerns to the right institutions.
