Article 99. (1) of the constitution of the Republic of UGANDA states that The executive authority of Uganda is vested in the president and shall be exercised in accordance with constitution and laws of UGANDA. Meaning that, President is the head of state,head of government,ministers,commander in chief of armed forces, he appoints vice president,prime minister,chief justice,judges,Ambassadors,all leadership of army,Police,prisons including promotions,officials of government institutions, statutory bodies and their deputies such as Electoral commission,Bank of UGANDA,Uganda Revenue Authority,permanent secretaries,CAO,RDCs,Presidential Advisers,Judicial services,Human Rights, Inspector General,IGG,Attorney General,KCCA, Oil Sector Regulatory Authority and many many many more. Is this country a private business entity. Compared to Article 1.(1) which states that All power belongs to the people who shall exercise their sovereignty in accordance with this constitution.
