Arvind Kejariwals statement about making the prospect or possibility of making crores of ruppees by continuing in the service is not far from truth. Even junior functionaries in different Govt Departments making quick bucks in large proportions as compared to their respective positions from unfair means are frequently reported by the Anti Corruption Wings of State Police/Vigilance Authorities and also C. B. I. are every day affair in national Dailies and in vernacular press all over the country from Kashmir to Kanyakumari and also Kutchh to Kamroop & Kohima. In fact the main charm for Bureaucracy in any underdevelopped society lies in the vitious prospects of making quick money by corrupt means the origin of which may be traced directly to the hefty overseas allowances admissible to the Britishers in I.C.S. but denied to the persons of Indian origin on the plea that they have to work in their own country. Nonetheless these Indian members of I.C.S. were expected to maintain same standard of living and also integrity as that of the Britishers. It is to be viewed in the context of the joint family system operative in this country for many centuries rather millenias. Indelendence of the country in 1947 meant handing over the power to the new native Regime who were not initiated to running the state affairs with the help of the native Indians who had to man the Bureaucracy from top to the bottom who had been already corrupted during the British Regime just to maintain the same standard of living for themselves and also the extended family members despite having been denied of the hefty Over Seas Allowances which they had to do so more vigorously and effectively after the Independence as they happened to be virtual Rulers of the South Asia I.e. India & Pakistan. They initiated the process of corrupting the new plitical regimes and helped enormously in spreading the seeds of corruption all over the society which has taken the shape of the Goliath of gigantic proportion. Corruption is implanted in the blood of the society through all possible sinews with no exception , what so ever, rampant from top to the bottom. It is just not for nothing officers of different services under the Central and State governments are involved in all possible scams of hundreds and thousands of crores. Be it I.A.S. , I.P.S. , I.R.S. and their equivalents and junior counterparts, there are willing officers who are sitting ready to compromise with their positions all over to buy and also sell the favours so much that Sale with or even without discount is an ongoing affair all 365 days irrespective of saturdays, sundays and holidays. In case some one refuses to fall in line, he is only to be chased away to different parts of the country or even to the non-field postings in the same city with no public dealings.
