My guess would be something like this: When the DND asked for training of personnel, the Italians put a price for that. Consultants to help with the transition? Another price for that. The advantage of the bidding is that we define what we want, and then ask the suppliers to put a price tag on it. If the attittude of the Italians is true, then they also probably werent going to provide freebies. Remember that freebies are important to us, especially for government-to-government transactions as almost all of our major acquisitions have them, like when we bought radars from Israel, we got a small freebie radar. When we bought the FA-50s, well, you know the unofficial freebie for that. Again, these are just my opinion and speculation, and not necessarily fact ...
